DepEd calls private schools offering senior high to secure full government recognition

The Department of Education (DepEd) has directed all private educational institutions offering senior high school to move from their provisional permits to formal Government Recognition by school year 2027-2028.

Education Secretary Sonny Angara has said that the order seeks to address regulation gaps of private SHS programs and advance a clearer and more consistent quality standard across the public and private school systems.

“Sa pamamagitan ng Government Recognition, mas malinaw ang pamantayan, mas accountable ang institutions, at mas protektado ang learners,” he said.

DepEd has provided a one-year transition period in SY 2026-2027 for private schools to comply without disrupting student enrollment and access to education services.

Government Recognition will serve as permanent authorization to operate and certify compliance with DepEd standards, as the agency has a long-standing regulatory gaps in the operation of private SHS institutions.

This will serve as basis in evaluating schools based on curriculum implementation, school leadership, facilities, learner support systems, faculty qualifications, institutional planning, and financial management.

The government agency will have monitoring systems and sanctions, learner protection measures such as continuity of education, voucher portability, and streamlined transfer procedures in cases where a school’s recognition is denied, suspended, or revoked.

Moreover, only private SHS with Government Recognition are allowed to accept Grade 11 students under SHS voucher program starting SY 2027-2028.

DepEd has said that some qualified institutions may automatically obtain recognition including schools accredited by the Federation of Accrediting Agencies of the Philippines (FAAP), PEAC-certified SHSs, and Strengthened SHS Pilot Schools.

Private schools offering senior high school programs comprises of 38-percent of all SHS nationwide – around 1.46-million G11 and G12 learners – as of SY 2024-2025.
