Trade department kills proposal to charge permit fee for online advertisement

The Department of Trade and Industry (DTI) went controversial recently after a proposal which would require permit and charge for advertisers (including online ads) has received backlash on social media.

Under the proposal, advertisers need to secure permits 30 working days before the publication, and a charge of P975 for static ads, while moving advertisements ranges from P975 to P9,295. Moving ads includes videos and GIFs.

Meanwhile, amendments to permit applications would also cost P300.

This has received criticisms online, especially from small business owners who are already struggling with permits, taxes, and rising operation costs.

Carlo Ople, according to Insider PH, is among the loudest critic of this proposal. He wrote a series of viral posts saying it is “bordering on insanity already” and “over-regulating the only source of additional income for a lot of Filipinos.”

Ople added that the policy would make life harder for small and medium enterprises, and accused regulators that they are adding burdens to already struggling online businesses.

Meanwhile, in a later statement, DTI has later clarified that they are not going to pursue the proposed advertising draft order.

“The Department of Trade and Industry (DTI) clarifies that it is not pursuing, implementing, or adopting the drafted Department Administrative Order (DAO) concerning a pre-clearance regulatory regime for advertising materials.”

The government agency has assured the public and the business community that the internal draft does not reflect their current policy direction.

“We remain a committed partner in economic growth, ensuring consumer protection is balanced with innovation and competitive business environment.”
